Rear Admiral (Ret.) Melissa Bert Rear Admiral (ret.) Melissa Bert, U.S. Coast Guard, served as Judge Advocate General and Chief Counsel of the Coast Guard from April 2020—April 2023. In a previous assignment, she served as Deputy Director of Operations for the U.S. Northern Command, overseeing homeland defense and defense support for civil authorities. RADM Bert is a life member of the Council on Foreign Relations, a Proctor in Admiralty with the Maritime Law Association of the United States and is currently the Senior Maritime and Homeland Security Attorney and Advisor with Lexpat Global Services.
